August 16, 2010 Board of Education Meeting

The Baxter Springs board of education held a regular meeting on Monday, August 16, 2010 at 6:00 p.m.  Members present were:  Melanie Bingham, Chuck Sweeton, DeAnne Binns, Brandon Williams, Joseph Skye and Bob Hall (6:07 p.m.)   Members absent were:  Mary Kirkpatrick.  Superintendent Burke was also absent due to illness.  Also present were:  Vicki Bradley, David Jackson, Robert Womack and Jeff Williams.

President Binns called the meeting to order at 6:00 p.m.  

Brandon Williams led the board and guests in the pledge of allegiance.

Brandon Williams made a motion to approve the annotated agenda adding hiring an 8th grade girls basketball coach. Joseph Skye seconded.  Carried 5-0.

Melanie Bingham made a motion to approve the consent agenda which included approval of the bills, treasurers report and the minutes of July 12, 2010.  Chuck Sweeton seconded.  Carried 5-0.

DeAnne Binns opened the budget hearing for 2010-11.  No patrons were present for the budget hearing.

Chuck Sweeton made a motion to approve the 2010-11 budget as printed.  Brandon Williams seconded.  Carried 5-0.

Brandon Williams made a motion to approve board policy JBC, JBCA and the Homeless Student Regulations required by Federal and State Law as presented. Joseph Skye seconded.  Carried 5-0.  

Robert Womack reported on the beginning of school at Central.  The teachers are excited about the new math series that they will begin using this year.  Mr. Womack expects the enrollment numbers at Central School to be very close to the number of students we had last year.

Bob Hall arrived and was present for the remainder of the meeting.

David Jackson reported on the beginning of school at the Middle School.  Preliminary numbers show that enrollment could be as high as 238 students. He reported that the sixth grade orientation was very well attended.

David Jackson also reported on the current cleanup that is taking place in the Middle School technology lab and band room.  A problem with mold has been found in these two classrooms.  ServicePro has been working in these areas, cleaning up the contamination including the ductwork. Until the air quality test come back at the end of the week, plans have been made to keep students and staff out of these areas.  They will be attending class in other areas until the rooms are cleared.  He also reported that the Middle School cafeteria was not contaminated and has been cleared for students and personnel.

David Jackson made a recommendation to hire Darrel Ryan to coach 8th grade girls basketball for 2010-11.  Chuck Sweeton made a motion to hire Darrell Ryan as 8th grade girls basketball coach for 2010-11 as recommended.  Melanie Bingham seconded.  Carried 6-0.

Chuck Sweeton made a motion that we enter into executive session to discuss personnel matters of nonelected personnel in order to protect the privacy interests of the individuals to be discussed, and that we return to open session in this room after a 15 minute period of time.  This executive session shall include the board only.  Joseph Skye seconded.  Carried 6-0.

6:15 p.m.  Enter executive session.
6:30 p.m.  Resume regular session.

The board discussed setting a meeting for long-term planning.   Board members are to bring possible dates to the September meeting.

Bob Hall made a motion to adjourn.  Brandon Williams seconded.  Carried 6-0.

Meeting adjourned:  6:34 p.m.
